Weight the hours of the day each employee prefers to work, from 0 to 1. A shift counts toward a preference once at least half of it falls inside the chosen time range.

Limit how many times per week an employee can be scheduled inside a given hour range, weighted 0 to 1. Useful for capping evening or weekend shifts without ruling them out entirely.
